		<description>The problem with alternative placements of offenders is, unfortunately, not limited to those convicted of sex offenses.  I&#039;ve encountered the same problems with those adjudicated NGRI as well as others, such as arsonists, who are viewed as especially dangerous.  The reality is that such offenders, much like those sentenced to death, are effectively &quot;political prisoners&quot;.  Some legistator comes up with yet another &quot;get tough&quot; sentencing measure without regard to the practical application of the change and brands any colleague who may object as a molly-coddler of society&#039;s worse criminals.  So long as the public is unwilling to truly understand the big picture implications of draconian criminal sanctions and is content to base its judgments on mere sound bites, these problems will continue...</description>
