I don&#039;t think &quot;soft on crime&quot; and &quot;tough on crime&quot; work. What works is being &quot;smart on crime&quot;. Recognizing those that can be rehabilitated and providing the tools to do so. Recognizing the ones that can&#039;t and finding appropriate punishment (and trying anyway).</description>
